I am going to go with the "or what" choice. The idea that they will cancel free concerts next year at the gazebo because the shops don't get enough of those folks...tells me...your shops may be the problem. After the Deck goes in before next season, less people are going to want Granny's quilt-o-rama. Times change no matter how much you fight it.
