Anyone not in a coma knows that the Sunshine Law simply has never been adhered to in Venice City Hall, at least not in the 25 years I have been observing. Rick should heed the lesson of Earl Midlam; he had hard evidence of others violating the Sunshine Law, and when he tried to use it, the culprits nailed him for gathering the evidence. Nothing was ever done to punish those who were violating the Sunshine Law in spite of the hard evidence! Save your breath, Rick, and it may save your butt!
