While it may not be Tacy's "style" to file a complaint, it his is lawful duty. If a council member witnesses criminal activity, that council member has lawful duty to report it. to the proper law enforcement agency. Tacy wrote that he witnessed a criminal activity and that he is willing to testify to it in court. He's in a bit of a bind now, because if he doesn't report it, he's in violation of the law. His only other option is to state that he made a mistake and retract the email. Either way, Tacy is screwed and this is far too serious a blunder to let him off the hook.
