Okay, got it, so we were supposed to Envision only the specific parts of Venice approved by Mr. Black and Mr. Osmulski and keep our eyes tightly closed so we wouldn't envision anything they called "off limits". So it was Envision Part of Venice? That clears everything up, except for who directed them to include those provisos? Did council direct them to exclude part of the city from the process? It is still council's job to set policy and if they said to envision Venice, I would take that to mean the entire city. Who gave direction or did things just "happen"?
