You have all missed the point. Caspersen is the logical government mentality choice for a "pilot project." Think about it. If they charged fees at Venice Beach or Siesta Key Beach, no one would park in the lots. They would simply clog up the residential neighborhoods with cars and piss off all the residents. The fee collection would be a failure. NOW - Caspersen is at least a mile down the road from the nearest parking. No one is going to walk that far. The lot will be full during snowbird season and the county can claim the whole idea was a great success. The next question is, Who is going to get the sweetheart parking contract? This will end up like toll booths, it will cost more to administer than the county will make. Only the vendor will make money. Now all we have to figure out is whose brother-in-law will get the contract. I'll stick to riding my bike.
